How do I make a device which can view the only PDF? An inexpensive device with limited functionality, something similar to eBook readers but with LCD screen. I am unable to find which type of PCB to use and how to program it.

PDF viewer apps on Android smartphones are generally not all that good, except for those that work well on low resolutions. The best of the bunch are small, free (or, if you need a license/subscription, free) desktop PDF readers (although I am getting an old MacBook Pro with Chrome on it here, as I do not want to pay another 29/year to Adobe), or apps that provide more complex PDF content editing such as IDF, or Caliber. I don't know if you know this, but many mobile browsers (Android 4.0+) have some support for the Open Document Format (ODF), but they are all proprietary and the majority of the browsers available on mobile won't even display PDFs.
